Essential Critical Infrastructure Workforce Guidelines


On March 16, 2020, the White House and the U.S. Centers for Disease Control and Prevention (CDC) issued The President’s Coronavirus Guidelines for America (CDC Guidelines). The CDC Guidelines state: “IF YOU WORK IN A CRITICAL INFRASTRUCTURE INDUSTRY, as defined by the Department of Homeland Security, . . . you have a special responsibility to maintain your normal work schedule.”[1]

On March 19, 2020, DHS’s Cybersecurity and Infrastructure Security Agency (CISA) issued its Guidance on the Essential Critical Infrastructure Workforce: Ensuring Community and National Resilience in COVID-19 Response (DHS Guidance). The DHS Guidance defines what industry sectors are essential critical infrastructure needed “to maintain the services and functions Americans depend on daily and that need to be able to operate resiliently during the COVID-19 pandemic response.” [2] The DHS Guidance defines the chemical sector as critical infrastructure and chemical workers as members of the ECIW.

Under the DHS Guidance, Qualawash Holdings, LLC. is a chemical “critical infrastructure” company, and its employees are ECIW members. We are North America’s largest independent network of tank cleaning, maintenance, and industrial services offering comprehensive inspections, testing, and repairs for the chemical, food, and transportation industries. The DHS Guidance specifically defines these operations as essential critical infrastructure and the workers employed in operating and maintaining our facilities as ECIW members. [3]

While some of the states in which our company operates have issued certain mandatory quarantine or “shelter in place” orders, these orders are fully consistent with the DHS Guidance and allow for ECIW members to continue essential work. Accordingly, we have provided this document to our employees and contractors who are considered ECIW members to refer to as they travel and perform work in support of our operations.
